brand new pc - low fps ?

i just bought a new pc(specs: ryzen 7 1700, asus dual gtx 1070 and 8gb 3000 hyperx) and games are running extremly low. for ex cs go (1080 with low graph. around 150-200fps), pubg (1080 also low grap. 40-60). i've installed the lastest drivers for gpu and cpu and nothing. i got w10 educational with licence. please help me with your advice.
